9-10 February 2010, in Moscow, the Council under Russia’s President on civil society Institutions and Human Rights in cooperation with Centre for social development and self-help “Perspective” (Moscow) and Non-profit association “Russlandhilfe e.V.” (Frankfurt-am-Mein) held workshop “Responses of civil society on social problems in the society”. The event took place within framework of the working group “Civil Society” of the Forum “Petersburg Dialogue”.
The event was attended by representatives of Russia’s and Germany’s key non-governmental organisations working in social sphere.
The workshop’s participants stressed the significance of experience exchange between Russia and Germany and importance of joint search for solutions of social problems under conditions of the world economical crisis.
Enhancing the legal status of non-profit organisations was on the agenda at the meeting.
In his Presidential Address to the Federal Assembly Mr Medvedev proposed introducing the institution of socially oriented non-profit organisations that would receive all-round support from the state. The President said that he has already signed the corresponding draft law and will send it to the State Duma for examination.
Discussions also focused on implementing the National Anti-Corruption Plan and needed changes to the country’s political and legal systems.

There is no doubt that ensuring the basic rights of Russia’s citizens declared by the Constitution of the Russian Federation, and first of all the right to life and security, is one of the most important tasks for Russian both federal and regional authorities. As the latest accidents show, this task is fulfilled by competent authorities insufficiently.

Improvements to the laws regulating the activity of non-profit organisations were the subject of discussion.
The President sent to the State Duma today a draft law simplifying non-profit organisations’ work.
The changes concern state registration procedures (including state registration of branches or representative offices of foreign non-profit NGOs), accounting and reporting procedures, and procedures for carrying out inspections of non-profit organisations’ work.

Subjects on the meeting’s agenda included modernising the judicial system, military reform, and fighting corruption and extremism. Also discussed were ways to humanise society, and measures to protect children’s rights and build confidence between civil society institutions and the authorities during the crisis period.
Non-profit and non-governmental organisations’ operation and ways to improve legislation in this area were the subjects of detailed discussion.
The Council was established in November 2004 and is a presidential consultative body.

The president of Russia announced that he had signed a decree to confirm the composition of the Presidential Council for Assisting the Development of Civil Society and Human Rights Institutions.
Mr Medvedev appointed Ella Pamfilova, the head of the All-Russia civic movement “Civil Dignity”, as chairperson of the Council.
